Ukraine’s Black Sea coast the next geopolitical flashpoint - The Kerch Strait incident in November 2018 indicates that the geographic focal point of the Russian-Ukrainian military conflict may be currently shifting from the Donets Basin to the Black and Azov Seas. Four factors in particular make further tensions between Moscow and Kyiv, along the shores of the Crimean peninsula and Ukraine’s southeastern mainland coastline probable. On November 25th 2018 Russia attacked Ukrainian naval vessels at the Kerch Strait, captured three ships and arrested the 24 sailors on board. The maritime clash indicates that the focal point of the Russian-Ukrainian military conflict may gradually shift from the Donets Basin to the Azov Sea in 2019. According to Vitaliy Kravchuk, senior researcher at the Institute of Economic Research and Policy Consulting in Kyiv, “if there are further marine incidents, it could mean the closure of the Azov ports for shipping.” Such a development would have grave economic repercussions not only for the large cities of Mariupol (approximately 455,000 inhabitants) and Berdyansk (approximately 115,000 inhabitants). These two ports have hitherto been handling about five per cent of Ukraine’s foreign trade, mostly in steel, chemicals and agricultural products. Ukraine has only limited or/and decrepit alternative transport infrastructure to redirect trade flows that have until now gone through the Mariupol and Berdyansk seaports. Continuing tensions or, worse, further escalation at the Azov Sea will above all threaten social stability in south-eastern mainland Ukraine. It can also lead to a significant reduction or even curtailment of Ukrainian economic growth in 2019 and beyond. Absent Western material reactions and international organizations In spite of these potentially grave consequences, such a scenario is not unlikely. There are several simultaneous and mutually aggravating catalysts for rising tensions along the Azov and Black Sea coastlines. They include: the reaction of the West vis-à-vis different Russian escalation schemes; the degree of involvement of international organizations in the Azov Sea; the stability and functionality of the Kerch Strait Bridge; and the unresolved issue of ensuring a sustainable fresh water supply to occupied Crimea. A major factor currently enabling escalation in the Azov region is the West’s reaction (or lack thereof) to the recent naval confrontation near the Kerch Strait Bridge. The West, so far, follows what one could call the Crimea Modus (and not the Donbas Modus) of response to rising tension between Moscow and Kyiv. The EU has not reacted materially to the capture of Ukrainian sailors, as it did after the shooting down of MH17 in July 2014. Reminiscent of its behavior in the wake of Russia’s annexation of Crimea in March 2014, the EU has instead responded by sending verbal and symbolic signals to Moscow, and may, if at all, impose some individual sanctions. The West’s largely non-material signaling may encourage the Kremlin to switch Russian military and other anti-Ukrainian activities from the Donbas to the Azov Sea and Ukraine’s south-eastern drylands. To Moscow, the latter may appear as a less risky hybrid war theatre than the Donbas, particularly in an economic sense. While continuing blockade of Ukrainian trade or further military escalation may further raise Western “concern,” apparently, the overall costs of such behavior will remain low, for the Kremlin. A second determinant of continuing or rising tensions around Crimea rather than in the Donets Basin is the involvement of international organizations (or lack thereof) in the two different regions. It is worth remembering that in 2017 Putin suggested an increase of such organizations’ presence in the Donbas. He proposed to add a small, armed UN protection contingent to the relatively large, unarmed OSCE observation mission. To be sure, this proposal did not satisfy Ukraine and the West back then and was thus not implemented. Still, Putin has been far more lenient regarding the presence of international organizations in the Donbas than with regard to the Azov Sea and Crimea. Here, the Kremlin is demonstratively blocking even a minor presence of unarmed OSCE observers, not to mention an armed UN mission. The absence of significant international organizations in the Azov Sea and on the Crimean peninsula makes Russian actions against Ukraine in that region less risky and more likely. Romania's president said on Monday that Russia has created a chain of conflicts around the Black Sea to further President Vladimir Putin's goal of rebuilding the former Soviet Union along its former border with the West. "I don't exclude the possibility of the Republic of Moldova being next," Traian Basescu said in an interview with The Associated Press. Russia has 1,500 troops stationed in the separatist republic of Trans-Dniester since 1990, when it broke away from Moldova, fearing that country would reunite with Romania. Trans-Dniester is not internationally recognised but is supported by Russia. The Romanian leader, who leaves office after 10 years this year, ruled out a wider war in Europe, saying that neither Russia nor NATO wanted a full-scale conflict. He said there was still a risk of political instability in the region because of possible fallout from the sanctions. Basescu said the European Union (EU) - of which Romania is a member - was planning further sanctions later this week that would freeze the assets of Russian business people in the EU, stop financial exchanges and energy trades and halt arms sales to Russia. http://www.euronews.com/ What do microscopic molecules and huge computer grids have in common? They both build up giant scientific databases of ecosystems around the World. But it is a tricky process. This is the story of how researchers around the Black Sea are struggling to get the bigger picture out of tiny details. On the shores of the Danube River there is an unusual team. Romanian and Ukranian scientists are embarking on a common research trip. They are assessing the hydrological and biological health of the Danube Delta, a huge Biosphere Reserve shared by both countries. The news is good. "Algae blooming is decreasing. And lately we have seen the development of some aquatic species that are biological indicators of a better quality of the water around here," explains Jenica Hanganu, Ecologist of the Danube Delta Research Institute. Less industrial discharges and more efficient water treatment plants are indeed improving water quality in the Danube Delta. But the region is facing other challenges. Iulian Michersu, Geographer with the Danube Delta Research Institute says: "The Danube has now many dams and dikes. That means that the Delta is narrower and the river is getting deeper, and that affects the biodiversity of the whole area. Oaks that used to grow on the shores are retreating, because the river flow is becoming much more vertical than horizontal and it offers less ground." Challenges are similar on the Delta's Ukranian side. The river's own environmental patterns are no respecter of the political borders. "The main problem on the Ukranian side of the Delta is dramatic high water levels caused by floods. Also, the construction of dams along the Danube has caused difficulties in the water exchanges between the river and the adjacent lakes - that leads to the ecological exhaustion of these basins," points out Mikhail Kornilov, Hydrologist with the Danube Hydrometeorological Observatory. Water samples, zooplancton and sediments gathered during the research cruise are then taken to labs for further analysis. Here again the news is encouraging as Liliana Teodorof, chemist with the Danube Delta Research Institute explains: "Over the last few years, we have indeed seen a decrease in the concentrations of heavy metals like cadmium, zinc and lead. These heavy metals, originating from industry and agricultural sources, are still present, but their incidence is retreating both in the sediments and in the water of the Danube Delta". This chemical, atmospheric, microbiological and zoological data gathering is regularly performed on the Danube Delta. But the results are not kept in a lab's drawer. Instead, all this data is flying high. In Geneva, environmental data from around the Black Sea basin, including the Danube Delta, is being used to elaborate interactive maps and databases for the sake of busy researchers. "They say that we researchers lose 50 percent of our time, if not more, sifting through all the scientific data. And often it arrives here in very different formats, with qualities which are also very different. So we have to transform the data to be compatible with the software we use," explains Gregory Giuliani, Environmental scientist, with the University of Geneva. The whole Black Sea basin is 2.2 million square kilometres, which means a deluge of daily data to be processed. So scientists from a European Union research project needed a helping hand in the form of Grid computing. Nicolas Ray a biologist at the University of Geneva, with the help of a map full of dots explains: "Each of these points represents a University or other computing centre that provides us with tens, hundreds or thousands of computers. So we have access to some of this computing grid that allows us to send our simulations on multiple computers simultaneously and thus shorten the total computation time for our hydrological model." Researchers have so far developed computer models for soil uses, demography and hydrological data - like water flows or level of pesticides - in the Black Sea basin, shared by 20 countries. And all is provided in formats adapted to different platforms. "Here we see the same example, it is stored in our system and, in one click, I can see it on Google Earth. Potentially I can also take it on a smartphone or tablet, I can see exactly the same data, and we're going to immediately start working, and thus spend more time doing the analysis of what we have been given or understand the phenomena instead of wasting time looking for information," says Gregory Giuliani an environmental scientist at the University of Geneva. Around 1,200 Romanian soldiers trained with U.S. Marines at the start of a seven day joint military drill on Monday (March 20), part of the NATO exercise Spring Storm 17. At the Black Sea coast town Capu Midia, around 250 kilometres east of the capital Bucharest, soldiers took part in complex defense training across naval, land and air forces to enhance interoperability. One of the main tasks was practicing the command and implementation of joint amphibious operations at the littoral zone. Exercises were organized through the Romanian-American Strategic Partnership, one of NATO's measures to ensure the alliance's collective security in the Black Sea region. The U.S. military vowed in January to increase the scope and complexity of its European training exercises to deter Russian aggression and build up on NATO's eastern flank. The U.S. military and NATO are seeking to boost their ability to quickly respond to emerging threats by pre-positioning supplies and equipment across Europe, while upgrading airfields, ranges and other infrastructure after years of neglect.

http://www.TravelsWithSheila.com Don't hesitate to join the crowds walking around Sevastopol's waterfront and streets. There are museums, stores, important historical monuments, restaurants, parks and beautiful women! Even I joined Steve to gawk at these tall, slender, beautiful, long-legged blondes and brunettes; so gorgeous! Along the waterfront is a mini-amusement park with rides, souvenir stalls, stands selling food (Hot dogs, ice cream), and carnival attractions. I almost bought one of the maritime hats being sold throughout Sevastopol as a souvenir like the one driver Yuri wore but then thought better of it. A fun break before the ship sailed for Yalta; a destination visited by millions of Ukrainians and Russians during the summer.

MOSCOW (AP) — Russia and Ukraine traded accusations over an incident at sea Sunday near the disputed Crimean Peninsula, increasing tensions between both countries and prompting Moscow to block passage through the Kerch Strait. Russia’s coast guard said that three Ukrainian navy ships made an unauthorized crossing through Russian territorial waters, while Ukraine alleged that one of its boats was rammed by a Russian coast guard vessel. The Kerch Strait is a narrow body of water nestled between Crimea and the Russian mainland. The incident began after the Ukrainian navy claimed a Russian coast guard vessel rammed one of its tugboats, which was traveling with two Ukrainian navy artillery boats from Odessa on the Black Sea to Mariupol in the Sea of Azov, via the Kerch Strait. “Russian coast guard vessels … carried out openly aggressive actions against Ukrainian navy ships,” the Ukrainian navy statement said. It said a Russian coast guard ship damaged the tugboat’s engine, hull, side railing and a lifeboat. The statement added that Russia had been informed in advance about the planned journey. Russia then blocked off the strait. The move comes after months of growing tensions between Ukraine and Russia, which annexed Crimea from Ukraine in 2014 and has steadily worked to increase its zone of control around the peninsula. The Kerch Strait is the only passage into the Sea of Azov beyond it. The strait is crossed by the recently completed Kerch Bridge, connecting Crimea to Russia. Transit under the bridge has been blocked by a tanker ship, and dozens of cargo ships awaiting passage are stuck. Russia has not given any indication of how long it will keep the strait blocked off, but a long-term closure to civilian traffic would amount to an economic blockade of Ukrainian cities on the Azov coast. And Russia’s Black Sea Fleet greatly outmatches the Ukrainian navy. Ukrainian cities on the Sea of Azov include strategically vital centers such as Mariupol — the closest government-controlled city to Donetsk and Luhansk, the breakaway regions of eastern Ukraine controlled by Russia-backed separatists. Russia’s Federal Security Service, known as the FSB, told Russian news agencies Sunday that the Ukrainian ships held their course and violated Russian territorial waters. The FSB accused the Ukrainian navy of staging a provocation against Russia. “Their goal is clear,” an FSB statement said — “to create a conflict situation in the region.” The statement didn’t mention ramming a Ukrainian tugboat. Though a 2003 treaty designates the Kerch Strait and Sea of Azov as shared territorial waters, Russia has been asserting greater control over the passage since 2015. The Ukrainian Foreign Ministry said in a statement that Russia’s actions were a violation of the U.N. Charter and international law, and pledged to “promptly inform our partners about Russia’s aggressive actions.” “Such actions pose a threat to the security of all states in the Black Sea region,” the statement said, “and therefore require a clear response from the international community.” Dmitry Kiselyov, a commentator on the state-controlled Rossiya channel, told viewers of his Sunday evening news program that Ukrainian President Petro Poroshenko — encouraged by the U.S. — is looking to pick a fight with Russia in the Black Sea.
