There were some popes who were indeed bad, but Alexander VI is getting undeservedly bad press. According to Wikipedia, because Pope Alexander VI was Valencian, he was actually born as Roderic Llançol i de Borja. Earlier in life, he indeed did have a libertine attitude, as evidenced by the marriage me made after his ordination, which is never acceptable. The New Advent Catholic Encyclopædia reads: "That he obtained the papacy through simony was the general belief (Pastor, loc. cit.) and is not improbable (Raynaldus, Ann. eccl. ad an. 1492, n. 26), though it would be difficult to prove it juridically, at any rate, as the law then stood the election was valid. There is no irresistible evidence that Borgia paid anyone a ducat for his vote; Infessura's tale of mule-loads of silver has long since been discredited. Pastor's indictment, on closer inspection, needs some revision, for he states (III, 277) that eight of the twenty-three electors, viz. della Rovere, Piccolomini, Medici, Caraffa, Costa, Basso, Zeno, and Cibò, held out to the end against Borgia. It is also worth mentioning that, when pilgrims came to Rome in large number during the Jubilee Year of 1500, despite the difficulty of accommodating them, he did all he could for their well-being. Perhaps what is most famous about him is that he established the Line of Demarcation in Inter Caetera, establishing a firm foundation for world peace. Most importantly, he was always consistently friendly towards the Jewish population, successfully resisting all pressure to bother them in any way. Hirohito was not necessary bad. He was simply unable to keep up with the massive growth of the Imperial Army. He had a very difficult time controlling said army because of the unprecedented power it suddenly obtained. Hirohito simply wanted peace and positive foreign relations, however he was unable to resist the fear and pressure brought about from the generals of the army. He was simply powerless thanks to the fact that he was human and he was flawed. In fact, he himself recognized it by stepping foot and surrendering as well as proclaiming that he was human like the rest of the nation and personifying the the ideal image as a result of hard work and diligence, something that is very human. Just because it happened under one’s regime does not mean that they instigated it.

How come there are no US Presidents in your list? There have been many massacres throughout the history of the USA ordered by their Presidents. The genocide on Native Americans and African Americans, i find it very suspicious that you would only include foreign rulers. Also, many of the rulers you mentioned in your list, climbed up to power by the help of the US.
